My Dog Drives Me Crazy!

I have a small dog. He can get so annoying sometimes! He lays there all day long. When you call him, he won't come. There thing that I hate more than anything is that he barks at every noise he hears!
My dog is a Chihuahua. He is almost 2. He never used to bark this bad. Not only does he bark so much, but no matter what I do he won't get potty trained! I try to punish him when he goes to the bathroom in the house. I will swap his bottom as soon as he does it. When people come over, or maybe somebody with a loud exhaust drives past the house, he will freak out and bark like crazy!
Does anyone know what i can do to help stop these things? If you have a Chihuahua that may have been the same but isn't now, can you help with some good advise?
